Purple Line Workforce Compliance

The Nationally Targeted Workers (NTW) program is an ongoing effort to cultivate a viable, robust, and diverse construction workforce through the identification, training, and sustained employment of persons significantly affected by poverty and/or social barriers. To achieve compliance with the established NTW goal, 33% of construction work hours must be performed by those classified as socially or economically – disadvantaged. As of July 31, 2023, the Purple Line Project has exceeded the established NTW goal by having 65% of its construction work hours completed by members of the NTW program.

The Maryland Department of Transportation Maryland Transit Administration's (MDOT MTA) Civil Rights Compliance Team is continually monitoring and verifying that MTS is in compliance with the Federal Davis-Bacon and Prevailing Wage Acts requirements by validating contractor submitted certified payroll reports and conducting workforce interviews with field workers who are performing under NTW classifications during the construction phase.
